RRD Engr & Constr, BCA-licensed General Builder, Singapore
Checked twice.Built once.
64% of serious construction injuries in Singapore happen on small jobs like A&A and renovation (MOM, 2025). So on every RRD job, an engineer who works for you, not for us, checks the design before we build. No stop-work. No rework. No surprises.
Why the cheapest quote is rarely the cheapest job
Three ways a job goes wrong.
A lower price is easy to compare. Lateness, missing approvals and unsafe sites are not, until they arrive with their own invoices. Each one has a guide and, where it can be calculated, a tool.
- Handback date missed
- Holding-over charges
- Deposit held back
- Two rents at once
A reinstatement that overruns its handback date keeps you liable for the old premises while the new lease has already started. The cost runs daily, and it usually dwarfs the gap between two quotations.
- Wall hacked without a permit
- Found at inspection or sale
- Regularise or reinstate
- Fees, fines and delay
Works that needed BCA, SCDF or URA approval and did not get it do not go away. They surface at the next structural inspection, a sale or a new lease, and they are paid for twice: once to build, once to regularise or undo.
- Fall from height
- Stop-work order
- Investigation
- Whole programme halted
One unsafe subcontractor can stop an entire site. Building owners and occupiers carry duties of their own under the Workplace Safety and Health Act, so the question of who is working at height on your premises is also a question about you.
The contractor map
Every contractor wins on something. We chose compliance.
Builders compete on two things: how they price, and how seriously they take approvals and checking. Most of the risk an owner carries comes from where a contractor sits on those two lines. The types below are illustrative, not named firms. Use the six questions to place the quotation you are holding.
Tap a point on the map
Five ways to win a job
Each type of contractor makes its money in a different place. The question for an owner is where the cost shows up later.
The independent engineer model
Why your engineer should never work for your contractor.
A Professional Engineer's endorsement tells the authorities, on your behalf, that the design is safe and compliant. If the contractor hires and pays that engineer, the work is checked by someone paid by the person who did it. We keep the two apart.
- You appoint the engineer. The Professional Engineer's appointment is with you, the owner. The Building Control Act gives that appointment to the developer or owner first; a builder appoints only where the owner has not.
- You pay the engineer directly. The engineer invoices you at their own rates. RRD adds no mark-up and takes no fee for the introduction.
- You can choose any engineer. We usually work with CVC Engineers because they know how we build. The choice stays yours, and any registered PE can do the job.
- Your engineer can stop us.A Qualified Person must tell the Commissioner of Building Control about contraventions they know of. That duty is the point of the arrangement.
Most engineering firms chase large projects. Our partner CVC Engineers also takes the small ones: a mezzanine, an opening in a wall, a signboard, a unit that needs regularising. That is where MOM's figures say most construction injuries now happen.
How the model worksServices
From the floor slab to the façade.
Most contractors work inside a building or on its face. RRD's licensed team does both, including rope access, so one contract and one programme cover the whole job.

Façade works at height
Panel and cladding rectification, sealant, leaks, painting and glass, by rope access where it suits.

Reinstatement
Planned backwards from the handback date.

Addition and alteration
Approvals planned before the first hack.

Interior fit-out
Commercial, institutional and religious spaces, built to an agreed programme and fire-safety plan.
The RRD Field Guide
