Which access method is cheapest?
It depends on the scope. Rope access usually has the lowest set-up cost and is economical for scattered or light tasks on tall buildings. Gondolas become efficient when the same drop needs sustained work. Scaffolds cost more to erect and hire but suit heavy or concentrated work at lower levels. Compare total cost including set-up, duration, cordons, building disruption and any PE design, not the day rate alone.
From the RRD Field Guide, checked against the sources cited in Rope Access vs Scaffolding vs Gondola: Choosing Façade Access in Singapore. General information, not advice for your project.
The fuller picture
Rope access suits scattered, light façade tasks on tall buildings with quick set-up and little ground disruption. Gondolas suit repetitive work along full drops. Scaffolds suit heavy, concentrated or long-duration work on lower elevations. MEWPs suit low-level reach from good ground. All are governed by MOM's Work at Heights and Scaffolds Regulations, with PE design required for anchorages and gondola outriggers.
