Do gondolas need a Professional Engineer?
Yes, for the supports. MOM's January 2025 circular requires all outriggers or other overhead supports for suspended scaffolds to be designed by a PE, installed only by an approved scaffold contractor, and inspected by a PE who issues a Certificate of Inspection. The Authorised Examiner who tests and examines the gondola must not certify any suspended scaffold without a PE design.

The fuller picture
Rope access suits scattered, light façade tasks on tall buildings with quick set-up and little ground disruption. Gondolas suit repetitive work along full drops. Scaffolds suit heavy, concentrated or long-duration work on lower elevations. MEWPs suit low-level reach from good ground. All are governed by MOM's Work at Heights and Scaffolds Regulations, with PE design required for anchorages and gondola outriggers.
