Can my MCST stop me from installing window grilles?
No. Section 37A of the Building (Strata Management) Act allows a subsidiary proprietor to install safety equipment, including window grilles or screens, balustrades and railings, devices restricting how far a window opens, insect screens, intruder alarms and locks, despite any by-law that prohibits it. You must install it competently, repair any damage to common property, and give it an appearance in keeping with the building, which in practice means following the MCST's design guidelines.

The fuller picture
Condo renovations need MCST approval under the development's by-laws, and MCST authorisation under section 37 of the Building (Strata Management) Act for anything that affects the building's appearance or structure. Works adding floor area need a 90% resolution and URA permission. Structural works need a PE and BCA approval; household shelters, façades and balconies are tightly restricted.
