Do I need an asbestos survey before demolition?
For many older buildings, yes. Under the WSH (Asbestos) Regulations 2014, before building works (including demolition) on a building for which no Certificate of Statutory Completion or Temporary Occupation Permit was issued on or after 1 January 1991, the employer or principal must receive a survey report from a competent person. If asbestos is present, it must be removed by an approved asbestos-removal contractor before demolition starts.

The fuller picture
In Singapore, demolition is high-risk construction work needing a permit-to-work system. Hacking non-load-bearing walls and false ceilings is exempt from BCA plan approval, but removing columns, beams, slabs or load-bearing walls needs approved plans, a BCA permit and a PE's method statement. Older buildings need an asbestos survey first, and debris must go through NEA-licensed collectors.
