What time can construction start in Singapore?
There is no single start time in the Regulations; the controls are noise limits that tighten at 7 pm and 10 pm and relax at 7 am. For sites within 150 m of homes, the daytime period is 7 am to 7 pm, so noisy work before 7 am faces the 55 dBA overnight limit, which most powered tools exceed. Separately, sites within 150 m of homes or hospitals cannot work at all from 10 pm Saturday to 7 am Monday without an NEA permit.
From the RRD Field Guide, checked against the sources cited in Construction Noise and Working Hours in Singapore: NEA Limits, Sunday Rules, Condo and HDB Renovation Hours. General information, not advice for your project.

Sites within 150 m of homes or hospitals cannot work from 10 pm Saturday to 7 am Monday, or over public holidays, without a permit. Fines reach S$40,000.
