Can any air-con technician install or replace the outdoor unit?
No. Regulation 41B of the Building Control Regulations requires anyone installing an air-con unit on the exterior of a building, or projecting from it, to engage a trained air-conditioning unit installer certified by BCA, and no one else may do the work. The penalty is a fine of up to S$5,000, six months' jail, or both. Installation includes repairing, replacing and modifying. The trained installer must submit a report to BCA within 14 days of completing the work.

The fuller picture
In Singapore, the person responsible for an exterior feature, such as an air-con bracket, sunshade or planter, must keep it securely fixed so it cannot fall. Since 1 October 2025, failing to do so can bring a fine of up to S$20,000, 12 months' jail, or both. External air-con units must sit on a stainless steel bracket or a concrete ledge, installed by a BCA-trained installer.
