Can the PFI be deferred because we are doing repainting (R&R) works?
Not automatically. BCA's FAQ notes that most repair and redecoration works do not focus on inspecting façade condition or produce a CP report, so they do not replace the PFI. Owners may write to BCA to request a deferment, which is reviewed case by case. BCA has suggested scheduling R&R to coincide with the PFI, because shared access equipment can reduce cost.

The fuller picture
Since 1 January 2022, BCA can require owners of buildings taller than 13 m and more than 20 years old to have the façade inspected every seven years. On receiving a notice, the owner must appoint a Competent Person (a PE or Registered Architect with the Certificate in Façade Inspection) within two months, submit the report by the notice deadline and complete the recommended repairs.
