Who can install gas piping and appliances in a commercial kitchen?
Gas service work must be done by a gas service worker licensed by the Energy Market Authority (EMA). When the Gas Act requirements took effect in 2008, EMA stated that anyone who employs or instructs an unlicensed gas service worker commits an offence, with a fine of up to S$10,000, imprisonment, or both. EMA also requires commercial and industrial gas installations to be inspected annually by a licensed gas service worker or a Professional Engineer (Mechanical).

The fuller picture
A Singapore F&B fit-out needs the use cleared first (URA, HDB or JTC), then SFA's approval of the kitchen layout before renovation, an NEA-compliant exhaust with air cleaning, a PUB-compliant grease trap, SCDF approval for fire safety works such as exhaust ducts, hood suppression and LPG, gas work by EMA-licensed gas service workers, and the landlord's fit-out approval.
