When is the first PSI after TOP?
Under section 28 of the Building Control Act, a PSI notice may be given after the 5th year (non-residential buildings) or the 10th year (special buildings and buildings used solely for residential purposes), counted from the date the first Temporary Occupation Permit or first Certificate of Statutory Completion was issued, whichever was earlier. Later notices may follow at intervals of not less than 5 or 10 years from the last notice.

The fuller picture
BCA's Periodic Structural Inspection requires owners to have a civil or structural Professional Engineer inspect their building's structure when served a notice: every 5 years for non-residential buildings and every 10 years for residential ones, with the first notice possible after the 5th or 10th year from the first TOP or CSC. Owners appoint the engineer within 2 months and carry out recommended repairs.
