Who must carry out electrical isolation and reconnection during a shutdown?

Answer

A Licensed Electrical Worker of the appropriate class. Under EMA's licensing scheme, only LEWs may design, install, repair, maintain, operate, inspect and test electrical installations within their licence class, and licensed installations must have an LEW appointed to take charge. Plumbing works on water and sanitary systems similarly need a PUB-licensed plumber; engaging an unlicensed plumber for regulated works has been an offence since 1 April 2018.

The fuller picture

Construction in occupied premises in Singapore is controlled less by one statute than by layered duties: the WSH Act duty to protect everyone on the premises, landlord and MCST house rules on hours and permits, fire safety management for hot works and alarm isolation, licensed electrical and plumbing workers for shutdowns, and sector standards such as ISO 14644 cleanroom classes or hospital infection control risk assessments.
